PTSC to Supply Foundations for Ørsted’s Greater Changhua 2B & 4

Ørsted has awarded Petrovietnam Technical Services Corporation (PTSC) a contract to manufacture and supply foundations for the 920 MW Greater Changhua 2b and 4 offshore wind farms in Taiwan.
Under the contract, PTSC will manufacture 33 suction bucket jacket (SBJ) foundations which Ørsted said are an environmentally friendly solution using the company’s bespoke designs.

“These suction bucket jacket foundations will be the first deployment of this technology in Asia Pacific. They will underpin the generation of reliable green energy for decades ahead”, said Jonas Bak Solhøj, Development Director for Greater Changhua 2b and 4.

The project is estimated to use 70,000 tonnes of steel and create thousands of jobs at PTSC and other contractors in the supply chain.

“This is the first time Vietnam has a huge export contract in the new industry of offshore wind power. Throughout the execution of the contract, jobs will be created for thousands of PTSC’s employees and it will also contribute to the establishment of the supply chain in Vietnam for offshore wind power projects”, said Le Manh Cuong, President and CEO of PTSC.

The foundations will be installed at the Greater Changhua 2b and 4 by the end of 2025.

The contract announcement follows Ørsted’s final investment decision, taken in March 2023. The wind farms are now under construction and are set to be some of the largest offshore wind projects in Asia Pacific.

The Greater Changhua 2b and 4 offshore wind farms will comprise around 65 wind turbines with an individual capacity of 14 MW, installed some 35-60 kilometres off the Changhua coast.

In 2018, Ørsted secured 920 MW of grid capacity for the offshore wind farms in Taiwan’s first competitive price-based auction with no mandatory local content requirements. Two years later, the developer signed a corporate power purchase agreement (CPPA) with Taiwan Semiconductor Manufacturing Company Limited (TSMC) for the offtake of the full production from Changhua 2b and 4.
