CP2 LNG Terminal, US

CP2 LNG export terminal project is being developed in Louisiana, the US, by Venture Global LNG’s subsidiaries, Venture Global CP2 LNG and Venture Global CP Express.

The CP2 LNG terminal will have an export capacity of 20 million tonnes per annum (mtpa) and a peak capacity of 24mtpa. The project development also includes an 85.1-mile connecting natural gas pipeline, the CP Express pipeline, originating from Jasper County, Texas to the CP2 LNG facility in Cameron Parish.

The estimated investment of the project is $10bn. The CP2 LNG terminal is planned to be developed in two phases. Construction of Phase One is expected to commence in 2023, with the deliveries planned for 2025. The project is expected to achieve full commercial operations by mid-2026.

CP2 LNG Location Details

The CP2 LNG will be located on an approximately 546-acre site, adjacent to Venture Global-owned Calcasieu Pass LNG facility in Cameron Parish, Louisiana.

The marine facility will be constructed on Monkey Island, located between the Calcasieu Ship Channel and Calcasieu Pass.

Venture Global filed an application for the authorisation to site, construct, and operate the CP2 LNG facility from the Federal Energy Regulatory Commission (FERC) in December 2021. The final environmental impact statement (EIS) for the CP2 LNG facility was issued by FERC in December 2022 and the authorisation to proceed was issued in February 2023.

CP2 LNG Infrastructure

The CP2 LNG export terminal is planned to be constructed in two phases, each with a capacity of 10 mtpa.

The LNG terminal will consist of 18 liquefaction blocks and ancillary support facilities, each with a capacity of about 1.1 mtpa of LNG. The LNG terminal will include six pre-treatment systems, an amine gas-sweetening unit to remove carbon dioxide (CO2), and a molecular sieve dehydration system to remove water.

A total of four 200,000 cubic metre above ground full containment LNG storage tanks with cryogenic pipeline connections to the liquefaction plant and the berthing docks will be developed, two per phase.

A combined cycle natural gas turbine power plant with a capacity of 1,470MW will be developed including two marine LNG loading docks and two cryogenic lines for LNG transfer from the storage tanks to the docks.

The project development includes the construction of an 85.1-mile long, 48-inch-diameter CP Express Pipeline and another 6.0 miles of 24-inch-diameter natural gas lateral pipeline connecting to the CP Express Pipeline.

In addition, the project also includes the construction of one 187,000-horsepower natural gas-fired Moss Lake Compressor Station and six-meter stations.

Sales and Purchase Agreements

New Fortress Energy and Venture Global signed a 20-year Sale and Purchase Agreements (SPA) for the supply of 1mtpa LNG from the CP2 LNG facility in March 2022.

In May 2022, Venture Global announced the execution of long-term SPA with ExxonMobil LNG Asia Pacific (EMLAP) for the sale of 1mtpa of LNG from the CP2 LNG.

In June 2022, Chevron USA and Venture Global announced SPA for the purchase of 1 mtpa of LNG from CP2 LNG.

Venture Global and EnBW announced the expansion of their existing 20-year SPA to an additional 0.5 mtpa in October 2022.

INPEX Energy Trading Singapore has signed a 20-year sales and purchase with Venture Global for the purchase of 1 mtpa from the CP2 facility in December 2022.

China Gas Hongda Energy and Venture Global signed a 20-year LNG SPA in February 2023 for 1 mtpa of LNG from the CP2 LNG export facility.

In April 2023, Venture Global signed a SPA with JERA Co for the sale of 1 mtpa of LNG from CP2 LNG for 20 years.

 

Venture Global and Worley have agreed on substantive terms for a reimbursable engineering, procurement, and construction (EPC) contract for Phase 1 of the CP2 terminal in May 2023.
