Bluefloat Plans 180MW Taiwan Offshore Wind Project

BlueFloat Energy has disclosed the location for its 180MW Winds of September Phase 1 offshore wind project, set to participate in Taiwan’s floating Demonstration Program which launches in 2024.

The project, in the works since 2021, will feature 12 floating platforms 23km offshore Hsinchu City.

An energy yield assessment, informed by a floating lidar campaign begun in March 2023, along with environmental and geophysical surveys, has shaped the site and layout design.

Its location was supported by extensive studies and assessments including an environmental and social impact assessment (ESIA) and geophysical surveys of environmental constraints and soil conditions.

BlueFloat Energy has also entered a collaboration agreement with the Metal Industries Research & Development Centre (MIRDC) to analyse the capacity of Taiwan’s local manufacturing supply chain for floating offshore wind mooring and anchoring systems.

This partnership leverages MIRDC’s expertise in the offshore wind supply chain and its experience in helping local suppliers meet international construction standards for bottom-fixed offshore wind farms.

The collaboration aims to bolster the development of local supply chains, especially for floating wind technologies, starting with the demonstration programme.

This will evaluate 15 potential suppliers for mooring and anchoring systems through site visits.

MIRDC chairman Lin Jenyi stated: “This collaboration focuses on assessing the capabilities of the first and second tiers of Taiwanese suppliers in key packages of floating foundations particularly.

“This co-operation with BlueFloat Energy marks an important first step for local enterprises in preparing themselves for supplying floating wind projects.

“MIRDC looks forward to enhancing technical capabilities and promoting industry cooperation together with BlueFloat Energy.”

The Winds of September Phase 1 project is expected to pave the way for adjustments in maritime engineering, port operations and the supply chain, tailored to Taiwan’s unique environmental and regulatory landscape.

This groundwork is crucial for Phase 2, which will aim for participation in Zonal Development R3-3 bidding.

BlueFloat’s ultimate objective is to drive the large-scale commercial development of floating wind technology in Taiwan, supporting the country’s 2035 offshore wind installation goals as the potential for bottom-fixed projects nears its limit.

BlueFloat country manager for Taiwan Michael Pinkerton stated: “The score rankings for Round 3-2 have been released, marking Taiwan’s readiness for entering the era of floating wind.

“However, timing is critical for successful development: announcing the feed-in tariff and selection rules in the third quarter-fourth quarter 2024 will give developers the opportunity to conduct site investigations during the 2025 weather window, allowing a commercial operation date by 2030.”
