GB Energy is a flagship policy of the Labour government that was elected in July. It will not supply electricity directly to households but instead plans to develop, invest in and own renewable energy projects.
"We said GB Energy, our publicly-owned national champion, the vehicle that will drive forward our mission on clean energy, belonged in Scotland. And it does," Starmer told delegates at Labour's annual conference in Liverpool.
Two additional GB Energy sites will open in Edinburgh and Glasgow. The company will initially be located in government buildings while permanent bases are established, and an interim chief executive would be appointed soon, the government said in a statement.
The government has a target to decarbonise the electricity sector by 2030 which will require a huge and rapid ramp up of renewable power capacity such as wind and solar.
The creation of GB Energy, which will work with the Crown Estate, will be the government's main tool to drive investment.
