Estonia to Relaunch 1.2 GW Offshore Wind Tender in January 2025

Estonia’s Consumer Protection and Technical Regulatory Authority (CPTRA) will again launch a tender for the development of an offshore wind farm in the Saare 1 area, nearly a year after the initial auction ended without any bids.

The auction will take place between 21 January and 23 January 2025. The starting price for the Saare 1 area is EUR 1.32 million and the minimum bid increment is EUR 50,000.

Three companies who submitted a competing application for a superficies licence qualified to participate in the auction are: CI Estonia Wind GmbH & Co. KG, owned by German Luxcara, OÜ Utilitas Wind, and Oxan Energy.

The Saare 1 area covers 88 square kilometres and is located approximately 60 kilometres to the west of Saaremaa Island.

The winner of the auction will have the opportunity to build an offshore wind farm with a capacity ranging from 900 MW to 1,200 MW.

In January 2024, CPRTA approved Respect Energy Holding SA and OU Utilitas Wind to participate in the auction, but neither submitted bids in the final tender.

This summer, Norway’s Deep Wind Offshore was named the winner of two auctions for developing offshore wind farms in Saare 2.1 and Saare 2.2 areas. According to our previous news, the company plans to build up to 154 wind turbines with a total capacity of up to 2.4 GW in two sea areas.

The tender for the third area, Saare 3, received no bids in July.
