The project, which provides 435MW of installed power capacity, also delivers essential benefits to Central Luzon, including irrigation for rice fields and flood protection for communities vulnerable to typhoons.
Developers addressed technical challenges such as reservoir sedimentation, heavy metal contamination, and ecosystem health. Communities affected by the project have received compensation and ongoing support through livelihood programs.
Joerg Hartmann, an independent consultant and lead assessor for the project, stated: “San Roque is a prime example of how multi-purpose projects can transform a region. Located in a region prone to extreme weather events, it has protected communities from typhoon floods and ensures water supply for irrigating local rice fields. However, it’s also a reminder that such successes don’t happen in isolation. Political will and strong institutional cooperation have been critical in turning promising initiatives into reality, as seen in the project’s participatory monitoring program and watershed protection initiatives.”
Hartmann noted that the certification reflects the potential for contested projects to significantly improve affected communities’ livelihoods through sustained effort and dedication.
