SPIE Secures Five-Year Maintenance Contract for Offshore Angola Oil Platforms

SPIE Global Services Energy, a subsidiary of SPIE, has secured a five-year contract with Sonangol Exploração & Produção to maintain the Block 3/05 oil complex in Angola. The agreement, effective from early September 2024, focuses on the offshore upkeep of the Cobo, Pacassa, and Palanca platforms. These facilities, situated roughly 200 kilometers off Luanda’s coast, form part of the oil fields managed by Sonangol Exploração & Produção.

The maintenance services cover a wide range of equipment, including electrical and mechanical systems, HVAC units, turbomachinery, instrumentation, and automation. Tailored to the specific demands of Block 3/05, the work emphasizes curative and conditional repairs over routine preventive measures. This approach ensures the platforms’ needs are met efficiently.

Jean-Claude Roumagnac, Director of Operations for Angola and Mozambique, noted the site’s unique demands: "The nature of the site requires more staff than a standard field. Our safety requirements are particularly stringent and we train our teams with a view to ensuring optimal safety on the various sites." His statement highlights the focus on safety and workforce readiness.

SPIE Global Services Energy has maintained parts of Block 3/05 since 2012, fostering a strong partnership with Sonangol Exploração & Produção. This long-standing relationship was a key factor in winning the contract, which now extends to all platforms in the complex. The company’s experience and reliability have solidified its role as a trusted service provider.

Local employment and skill development are central to SPIE’s strategy. Jerome M. Oliveira, Sub-Saharan Africa Business Unit Director, emphasized their efforts: "In 2022, we launched our own training center, thereby reaffirming our commitment to the development of local skills." The center has trained 256 employees since early 2024, equipping Angolan workers for key roles and supporting the goal of 85% local staffing by the contract’s end.
